It’s a standard security measure for shared managed hosting. Not many cheap shared hosting services will offer the service. The ones that do can often limit the connection to 30 days for development purposes, before the connection needs to be reactivated.
For that service you will probably need to get a little more expensive hosting service or manage your own VPS.
